The Housing Choice Voucher Program (commonly known as Section 8) is a federal program that assists very low-income families, the elderly, and the disabled in affording housing in the private market. The program is administered locally by public housing agencies (PHAs).
Participants are free to choose any housing that meets the requirements of the program, including single-family homes, townhouses, and apartments. Housing choice vouchers are administered locally by PHAs, which receive federal funds from the U.S. Department of Housing and Urban Development (HUD).

You need to apply through your local Public Housing Authority (PHA). The application process and waiting list times vary by location.
Waiting lists vary by location, ranging from a few months to several years. Some PHAs open their waiting lists periodically.
Generally, your income must be below 50% of the median income for your area. Priority is often given to applicants below 30% of the median income.
You can use your voucher anywhere that accepts them, including outside the jurisdiction of the PHA that issued it (called "portability").
You must report income changes to your PHA. If your income increases, your portion of the rent may increase. If it decreases, your portion may decrease.
